We've implemented a suggestion from Rik Schoemaker. In CN.for, CN1.for,
and DECN1.for, "DATA INCR/1E-02/" is replaced with "DATA INCR/0/".

NMQual does allow selective inactivation. Stuart Beal's boundary
checking is inactivated by default if changes.nm6.bugs.xml is cited
(uncommented) in the configuration file (e.g., config.template.xml). To
preserve boundary checking, find the comment "Remove boundary checking"
in changes.nm6.bugs.xml, and then delete the next 42 lines of text
(lines 284 to 325).
We are aware that the boundary checking is not a bug, and it was perhaps
awkward of me to describe the change as a 'fix'. My apologies.
"Selective inactivation" is much better; thanks for pointing it out.
