There also is an older program from Roberto Gomeni called Visual NM, or Visual NONMEM, not sure it is supported or even available anymore.  A very innovative program at the time, probably the first to address running NONMEM in a sort of batch mode with some automation, but I don't think it did any model writing.

I think all of these are more special purpose than what you're looking for, but I really don't know what that is. As Bill pointed out, PDx-Pop from Icon/globomax may be your best bet.
